Crap shoot either way. Buying anything ex-government is always a gamble. Usually you get a good egg, but I had a bad step with an unscrupulous agency on that very site a few years ago. Vehicle listing said 'Runs good, was turned in for newer vehicle". Not the site's fault, mind you, but 'additional info' alluding to 'upper engine noise' was in the Q&A, and this did not show up until I logged in.
Of course, I didn't see this info until after I placed my bid, and then it was too late. Wound up paying $1180 for an ex-police car that cost me $1800 more to replace the engine because it had a knock that made more noise than a diesel. Got 4 years out of the car with relatively little trouble before some idiot totaled it, but had I known the engine was shot, I wouldn't have bid. Lots more zeros when you take a bad step on a big, heavy vehicle like this.
Two things to consider... The Cummins is generally a good engine, but I've heard things about injector pump issues with the 24V version... AFAIK, those here who have them have been happy with them.
The other thing, the other buses having Caterpillar power could be a good thing, maybe not. I've seen quite a few 3126-powered trucks and buses with cooling system problems. Would help to know which engine.

Sorry I can't be more help, but personally, I would want to inspect up-front. Utah and Nebraska both are known for harsh winters and a lot of road salt. Rust never sleeps.
