Horn - where is it

I just purchased a 2004 Thomas front-engine/flat nose bus for conversion. The horn is not working. I also don't hear the relay clicking when I push the horn button.

Where is the horn and how to get at it to check if it is getting power?

Ours is disconnected from the power and yet still works.

It's below the driver and a bit toward the side of the bus in my 1997 International.

Should be down low, behind the front bumper, on the driver's side. There should be a high and low note horn. Also, there probably isn't a relay as there really isn't that much power consumed.
