since its a 99, there are lots of things that will be fine. and so far its below scrap price at 2k. and i imagine that it was maintained well.

With it's previous life being an airport shuttle bus ie (from airport parking lot to the airport and back) it's a good bet it's geared pretty darn low don't your think?
You could use the (ask the owner a question link) and maybe get some answers to your questions, sure can't hurt. All info on here will be only guesses unless someone is there with the buses..

Great looking bus tho ...... I'll bet they're built as well as the school buses and probably a lot quieter too....... again only guessing...

fwiw.. you should be able to look up revs / mile from the mfg.. dont know about retreads like from les schwab, that may be in their retread book, but when i was looking at it from of the retreaders locally i forgot to look.
am talking abt 22.5 or 24.5 tires...

of course circumfrence can always be measured and figured it out from there...

if u have blue bird it will give the ratio on the spec plate above the drivers window mine is 478 runs out at 58 mph do to the pump .so if i change the rear it won't help because of the pump,and it can't be turn up per cummins.
