"More, Please!" (Advice On Floor Treatment)

So I know some people get pretty annoyed at new threads on topics previously covered, and I understand why, BUT...I have some questions still on floor prep and treatment as I'm getting ready to do this.

Here are the steps I've gathered so far from reading various threads and builds. I'm mainly looking for advice or corrections here, as well as suggestions. I know there are 100 ways of doing things, but please tell me if there are glaring issues with this plan:

1. Grind as much rust off as possible with angle grinder
2. Pressure wash bus
3. Scrub the floor clean with TSP or Krud Kutter or alternative
4. Let bus dry
5. Spray down with Ospho or Rustoleum Rust Reformer
6. Wire brush anything loose out if needed
7. Rinse with water
8. Let dry
9. Paint with Rustoleum Pro Primer and let dry
10. Patch Holes*
11. Paint one or two top coats**

*Is this the right time to patch holes? I'm thinking scrap sheet metal with an adhesive like 3M 540 Sealent. Would this work?

**What type of paint should I use here? I remember reading about some kind of paint that helps seal from moisture and noise, is that a thing?

Your #1 is wrong. Rust converter can only convert the rust that you didn't grind off. Get rid of #1 and do #6 first instead.

My floor had metal scab peeling up. Merely smacking the flakes with hammer releases the whole scab.

Hey, we agree on something!

Take a hammer to the floor would be my #1. Knock off as much flake as you can.

Then wire wheel the floor, sweep, vacuum, clean with simple green. Dry it off. Then rust converter.

Then cut out the bad spots, spot treatment of rust converter there as well.

Then prime, paint, patch. Unless welding patches: then weld patches, prime, paint.
