It is a pop out escape hatch. I just bought a 98 International skoolie. Converting to tiny home. Discoved the leak, in what I thought was a watertight bus.
I don't think there are very many watertight school buses.
The roof hatch is pretty much designed to leak.

Agreed. We plan to spray/roll flexseal to seal our entire bus' interior, then we''re applying the thermal reflective paint on the roof. Doing the entire interior has the benefit of creating an incredible vapor lock for better insulation to anyone not doing closed-cell spray-foam
