Or - they had more budget at their disposal than mine did - given that my bus has the 9 Liter engine (which was the economy option compared to the DT466 of the day), and VIN shows it came with a 5-speed transmission (which again I believe was the economy option compared to the AT545). Air brakes add cost as well, and for a bus that isn't set up for any special needs, probably doesn't justify the extra capacity and cost. S.C. wasn't known for ordering high-end equipment back in the day (without a legitimate need to), or so I'm told by folks who live(d) in the region.
