I wanna geuss! i think it is whats known as a "Wig Wag"
it drops down when the air pressure drops along with the noise and the light on the dash for most busses or air brake equipt vehicles.
is that it???
Also dash looks good! i wish mine wasn't plastic and i will prob rebuild it out of wood.

I am kinda scared to wire up the stereo... my electrical panel looks like a nightmare when I open the outside access door!

12V outlets come in all shapes sizes and forms. You can get single double tripple and so on, some even have USB and ipod connection to charge your modern multimedia things. You can find them in any auto parts store. Easy to install to, just 2 wires 1 to go to a 12v circuit one to ground. You can find a 12 v that is only on when ignition is on or one that will be on even when bus is turned off, up to you.
