If the campground is set up properly, the two hot wires will alternate between each campsite. That is, the red and black wires would be swapped at every other site. This is an attempt to keep the power consumption 'balanced' between the two lines, especially since most units are still just using one leg (either 15 amp or 30 amp service). As a side note, the 15A and 30A outlets are wired this same way, the even sites get one leg, and the odd sides get the other leg, to keep the overall campground 'balanced'.
Also....I chose to wire my bus for 30A service for two reasons. First, I only have one rooftop A/C unit and therefore would likely never use more than what 30A service would provide. Second, as long as I toss a tester on the post before I plug in, I can be fairly confident that I will be dealing with 120V regardless of what boneheaded mistake I make inside my unit.
I also have many other ideas, such as not bonding the neutral wire at the panel on the bus, and considering the panel a 'sub panel' to the campground site, thus also eliminating the need for a main breaker in my panel, but we can discuss that in another thread instead of hijacking this one.
