If those holes get any real moisture exposure (I'm thinking from outside), I don't think the duct tape will hold up long term. I think you would be better off using some kind of caulk or other similar substance that goes on as a gel and dries to a rubbery texture. I would also recommend sealing the holes from the outside, maybe with roofing tar. You might also try to deal with the rust which undoubtedly lurks on the outside of those holes before sealing. Rust never sleeps!

Dan, I was thinking about using caulking. I was just concerned that the caulking would fall through the holes.

My plan is to do roofing tar on the outside first, then caulk on the inside. That way the tar will prevent the caulk from going through. Any hole that seems too big to put goop alone, I will put a small piece of metal or plastic over the hole first, then goop! Some holes may not be accessible from below, in which case you just have to do the inside alone.

I had good luck using Great Stuff expandible foam. Let it foam out of the top of the hole + trim when dry.

Ok. Back up and running. Thanks to Steve!! Here is a little progress.

Since this picture, I made a few adjustments to the insulation. I layed the it vertical and the plywood horizontal.

Should be done with the floor this weekend.

And here I thought that I needed to put my glasses on... Till I noticed that I was already wearing them.

Get yourself a stick or broom handle, cut to proper height, put hand with phone/camera on it to steady hand... Can still produce blurry pictures, but less likely. Old photography trick I learned many years ago.

I also took the "BACKING" sign off for restoration. This was pretty rusty. Note the bulbs inside. I believe these are the same bulbs used for railroad crossing lights. ( I bet you didn't know that all Railroad crossing lights and gates are 12volts!)

JUST GOT THE DEAL OF THE CENTURY!!! 6 OF THESE 11R22.5 TIRES FROM WORK FOR FREEEEEEEEEEE!!! The buses that use these tires are being put out of service and they won't need them anymore!!

I'm excited!! I actually only need 2 new front ones. I also got some open center rims from another school bus company that my buddy works for that are in nicer shape than the ones on the bus. Again. FOR FREE!!!!!!!!!!!!!!!!

I just picked up some tek screws from Home Depot. Unfortunately the only sizes they had were #10 1-7/16 & #12 2-3/4. I got the 2-3/4. A bit long but they look rugged.

While I was there I decided to pick one 1x3 furring strip because thats what I plan to use on the wall framing. So I thought. Well, I've never done carpentry before and I realized that the 1x3 furring strips are not even close to 1" wide. Its not even 3/4 of an inch. I was also hoping they would fill the gap between the floor and wall.

On the Thomas buses there is an elevated 1inch lip where the floor meets the wall so I had to cut the plywood to fit in between the lip on each side of the floor leaving about just over a 1 1/4 inch gap between the floor and wall. So furring strips are out of the question. I was thinking maybe 2x3's and not try to fit them in between the wall and floor. Just screw them into the wall on top of the plywood. (pictures show a 2x4).

My idea for the walls so far is cut the metal sides just under the windows, tear out insulation, rustproof pillars, new roll insulation, then styrofoam insulation then 2x3 horizontal framing. My idea is to have the framing be flush or even a little over with the chair rail so it is one smooth wall. I'm still really foggy on the wall planning. So I will take any thoughts on this.
