fresh water tank install.

My question is there are two outlets on the bottom of the tank then a air vent on top. I know one goes to the water pump but not sure on the second? what does that second one do?

one line for the water pump, and the other maybe for a drain. that's the way mine is, then on the top there's the fill, then the vent.
