I can only assume that it is a block heater.
That looks exactly like my block heater. You could always try to follow the wire coming off the back of it and see if it connects to a heating element sticking into the engine. I know it's hard to access the engine in those flat nosed buses though...

I noticed on your blog you put a couple LED lights in your stairwell. I was wondering how you have them wired? I was thinking of doing a battery powered motion detector light. Not too sure about that though.
