I'll let someone else advise you on the diesel engine itself, but you may consider draining or siphoning out the fuel tank and starting with fresh. Maybe blow out the fuel lines with compressed air if they are easily accessible, and change the fuel filter. All stuff that a guy with auto experience could do.

The workmanship looks pretty good but I was wondering if the bus had any interior finish to it or is just an empty shell? Is the roof completely open to the Vanagon on top or just maybe 1/3 open so the rest is a sleeping loft? How about the rear roof deck, is that accessed from an outside ladder or in inside hatch?

Considering the previous owner's experience and the price you paid, looks like a good starting point. I'm looking forward to seeing more photos.
