I would think that you need to check both prices. Sometimes here the county which only buys new tires has old take off's which may be up to 40% tread or so for the core price at the tire shop.It also means they are usually not more that three years old, from what i have seen. That price is around $80 or so here. and sometimes i have seen pretty new tires in the large truck wrecking yard.
New ones here around $350 for 22.5 mounted in portland, caps are getting close to 200 and that doesnt count the core at Les Schwab.
I would go and compare prices, etc. and also take into consideration the amount of driving you will do in a year.

soo i FINALLY painted my rims today because they were in desperate need of it. I first wire brushed them with a wire brush attchment i have for my grinder. Then i used Rustoleum Flat White oil based paint.

The white wheels look good on your bus! I've been wanting to paint mine for some time now, but just never seem to get around to it.
