transmission wont shift right

when coming up to a stop sign my bus stays in a high gear and as you hit about 5 miles per hour it shifts into a lower gear really really hard, twice. It also does not shift when going up hills, it stays in 4th gear. It is a 4 speed automatic transmission. Any idea what could be wrong?

Sounds like the kickdown cable/vacuum hose/switch/whatever the heck it uses is either broken, loose, or has fallen off.

Need more details (engine, tranny, chassis make) to be more specific.

sorry, forgot some important info.

I think its a chevy 366 with an allison AT545 in a chevy chassis, the year is 1983. The plate on the tranny that had the model number is unreadable, but thats what i think it is.
