7.3 International Governor, Where?

Since I got such great results with the composting toilet subject I might as well bring up some of my other challenges with my conversion in progress.
I have the 7.3 L International Diesel and I can't get her past 85 kph (53 mph). It is a 72 passenger so its not a small unit but shouldn't I be able to go at least 100 kph (60 mph). I thought that perhaps the diff gear ratio was the problem but as a result of my tach not working I don't know exact rpm's but it seems like the bus wants to keep going and doesn't sound like it is maxed out. What gear ratio should I have? Is there a governor on this motor? Is it on the fuel pump and can it be dis-abled? I am also replaceing the rear axle with an air ride equipped axle from a Semi so maybe then my problems will end I don't know what I should tackle first.

The governor is in the injection pump. If you are changing the axle find out your current axle ratio and specify a ratio at least 10% higher and or go to a larger diameter drive tire. 53 mph +10% or5.3 mph = 58.3 mph. their should be a tag on the axle with the gear ratio, or you can jack up one side and count the revolutions of the driveshft required to turn the tire one complete revolution.

I wouldn't mess with it until you know how many RPM's you're spinning. Spinning that motor faster is going to be harder on it. There's no way around it. It also might not sound wound out, but diesels are big, heavy engines and at 3000 RPM's even that rotating assembly is putting HUGE stresses on the block. Luckily enough the 7.3 is a farily rev happy motor, but I wouldn't touch it until I could get a clear idea of what I was doing.
