IC Bus is a branch of Navistar. AmTran was the body builder and installed them on a Internation (also a Navistar branch) chassis. AmTran was a subsidiary of Navistar prior to 2002. Navistar went ahead and created the IC Bus branch in 2002.

As far as I can make out, 71LUG or 84LUG means the bus has underfloor luggage bins. Anyway, all the Midwest buses that use that abbr. have the bins.
