I saw a description for adding a 12v outlet to a power supply, but I cant find it now... But I think this will do in its place as it goes farther.

the thing with pc power supplies is they need a constant draw or they burn up. cant turn it on unloaded.

Very true, but you can always keep one of the cords with a Molex on it and just attach a fan to it permanently, then you have extra cooling for it, and a constant draw.
