drive shaft parking brake adjustment

O.k. The parking brake does not hold. I climbed under and figured out that there is some good pad left on the band and the cable is not frayed and does not appear stretched. The end is connected to an arm that pulls to force the band out to the drum at the output of the tranny. On the arm, the cable is connected to the hole closest to the pivot and there are two more holes farther out on the arm. I could move the connection to one of the other holes.
It also appears that I could remove the retaining nut from the arm and put it back on after turning the arm away from the cable so there is more distance to pull. Is the lever on a splined shaft so I can do this or is that wishful thinking?
The handle is adjusted as much as possible so I could adjust it back some, move the lever at the drum and gain closer tolerance? I searched but did not find this covered.
