It sounds like a faulty ground to me too... remove that ground wire from where it attaches to the metal, and use a wire brush or a file or something and clean both the wire contact, and the metal place where it attaches too...get the metal so it shines nicely. If the fixture has no ground wire, then likely there is some kind of metal to metal contact usually with a screw that makes that ground connection...remove and clean that too...
