Being in WI, you might ought think about insulating the floor first, and then sheathing it, with built-ins atop. With zero insulation, you'll soon discover how cold that deck will be, even in only cool weather.
Removing whatever is currently covering the deck will give you the opportunity to repair and treat whatever rust issues there may be.
When you get a chance, got to your profile & fill out your bus' CV; engine, tranny, year, coachwork, et al. It will greatly simplify things when/if you need advice, if all that is known up front!
