Fuse Panel

I have a 1989 Chev Thomas Built, Iím having trouble finding the fuse panel. Iím assuming it to be in the compartment between the windshield and hood. Does anyone know how to access this? Iíve posted a picture of the breaker panel, easily accessible and of the compartment Iím trying to access.
Any and all help appreciated. Thanks!

That's probably it in the first picture. The second photo doesn't look like a access point from my couch lol
