its a short 28ft school bus and it only has 12 seats

Need to check the state laws, even if it's an rv some states still requires a cdl. I found a web site one time but I don't have it anymore, sorry. It listed cdl, requirements and laws regarding width, length, doubles and triples. It was quite surprising the difference in laws from state to state.

texas

please remember that the class of the license is different than a cdl license,
in texas
class C, most cars and trucks,
but a taxi needs a class c cdl

class b, if gvwr is over 26000 lbs, if it is an rv then no cdl is needed
but a big box truck or a school bus can be a class b cdl

class a, if gvwr is over 26000 and it tows more than 10000,, an rv with a big trailer,
but if you haul stuff for a living you need a class A cdl
