What do you mean by "budget"? Is that the cost of the bus, plus improvements? Or is that just the cost of the bus?

If it's just the cost of a bus... oh hell yah!

If it's the cost of the bus, PLUS improvements, then... you will need to be very creative and shop at thrift stores, scrap yards, and the dump, or like to live very spartan.
Living spartan isn't actually a bad idea as it gives you time to decide what you really NEED, versus what you really WANT.

I don't know about the DT366 or DT466's, but aside from that you can easily meet the criteria. There are several makes that offer rear engine, and the vast majority of them are around 33-36 feet in length. One of the more popular pushers around these parts are the Thomas Built buses. You can take a look at mine CLICK HERE, mine is 34' long pusher, has a Caterpillar engine in it, but the newer ones have the Cummins 5.9 in them.

Not sure about your neck of the woods, it would seem the Crown's are popular out there. BlueBird, Thomas etc all make flat front with the engine in the rear or in the front. The rear engine is much easier to service though. I got mine via publicsurplus.com and paid $2100 for it....
