How do I replace an ignition switch? [Fixed pictures]

I have a 1985 GMC school bus which needs a replacement ignition switch. The ignition switch is next to the choke, not part of the steering column, so it should be easy. Unfortunately I couldn't find the answer anywhere after much searching.

Here's what the replacement looks like, front and back:

I was able to unscrew the front face plate of the old switch about a quarter inch, but it doesn't want to come all the way off.

This is apparently normal, because the front face plate of the replacement switch (which had to be cut out of a junked bus) also only unscrews a quarter inch:

Is there a way to unscrew it all the way? Am I going about this wrong?

Thanks!
