Insulation Question

Is it necessary to pull up everything to get to the metal floor before building a frame for insulation and sub-flooring? Can the frame just be built over the existing floor. I am short so height isn't a problem for me.

The only way you are going to know for sure what kind of shape the metal is, is to pull that plywood up.

Listen to the Phatman. You really need to know what shape your "foundation" is in before building on top of it. Might be spotless...or might be rusted through.
