Mounting window cover plates

Question: when removing the windows and covering the openings with long sheets of steel, do you use the existing rivet holes and drill through the steel plate from the inside (through the existing rivet holes) or just drill from the outside and hope you don't make an existing rivet hole twice as big with the new drilled hole? Or does it matter at all?
