I'm going by memory here, but I'm fairly certain the instructions say to degrease; rinse extremely well; etch; brush the loose white stuff off for a nicer finish, or don't (optional); then brush on the POR15..

Yep.. definitely says to rinse thoroughly with clean water after the Metal-Ready etch step. Then get it bone dry. Seems that the white powdery residue may occur (after the rinse, during the drying) and it may be blown or wiped off, or painted over.
