My diagram didn't quite work out. Angles are inverted, with one flange on top of lower frame flange.

Well I have a rack on my bus and it does work - I've hauled my Yamaha Raptor well over 1,000 miles on it with no problems. I would rather have a trailer hitch on my bus though. For one thing it's easier to load a trailer than a rack that's 4 feet off the ground. Another drawback of my rack is it's weight. I've never sat it on a scale but it's gotta weigh around 300 lbs. I can't move it around by myself and installing it takes at least 3 people. It's a huge pain in the ass.

I'd recommend going with the trailer.

These are pretty good. I've seen a bus where they cut part of the backend, and welded making it into a truckbed. Here's a mockup. Try to ignore the front end, as there was a car blocking it in the original picture. I think the one I seen had a bed as long as 3 or 4 windows though. Any ideas on how to do this cost effectively, and without much difficulty?
