Not really.
The A/C compressor is run off of the engine. There is no way to operate the compressor except for when the engine is running.
It might be possible to change the compressor to be run off of an electric motor that could be powered by shore/genset power when the engine is not running or off of an invertor while the engine is running. But for what a roof top A/C unit costs it wouldn't be worth the effort.
