Rear Heater Help!

Hello all!
During my conversion, I’ve decided to save myself the trouble of taking out the rear diesel heater in my 2001 ford e350 4-window shorty.
This seems like the best option: faster than a propane heater, saves me the cost of buying one, and doesn’t put off any condensation. (I’ll also have a wood stove in the bus).
Unfortunately, I cannot seem to get the heater to work. There is a “master panel” with a button you can flick on that says “rear heat” but nothin happens when I flick it.
Anyone know how these things work?

There should be to wires to the blower fan. One is a ground and the other should show 12+ with a test light or multimeter when the bus ignition is ON and the rear heater switch is ON.
