Soak the contact points with some PB Blaster and let it sit for several hours (or a day) and come back to try it again. If it's just rusted in place, the PB Blaster should work its magic and loosen it up a bit.

I was thinking that if you PB blast it and come back in several hours, bring a hammer. Tap on it, dont hit it, just tap. It helps to break it loose, but doesnt do any damage to whatever its connected too. If it comes off, great, if not, PB the b..stard again, rinse, repeat.... (you ever get the feeling that there is some guy still in the shower washing his hair? )

try cutting the nuts off the bolts and removing the hooks/bolts opposite of install direction.

I was thinking of removing mine too... My thoughs where if I needed to be pulled out from the rear I would hook the chain or toe truck to the hitch....??????

Yep. I bet the shanks are rusted in place and possibly even bent if the hooks have really been used. Cut them off from the top and triy and drive the bolts out one way or the other. As long as you have the torch out you could try just heating the hooks around the bolt holes (but not the bolts themselves. After that it's just a matter of wailing them with the hammer.
