That's immaterial to the insurer. I believe the prejudice is liability concerns if someone takes a header off of the deck.
Simpler for them to entirely eliminate a potential source of litigation and payout...

So what about a rack designed to mount solar panels? Can anyone say one way or the other if this would be problematic regarding insurance?

We plan on having pretty much a full-length roof 'rack' for this purpose... 6" + above the roof... which can carry from 4-6 full-size residential panels. But w/o the panels, it would be a rack. And with only 4 of the potential 6, there's still left-over 'rack'. So....

If it’s for solar panels it’s not a rack it’s a fixture!

I had the same question after getting a reply from the underwriter about racks. At that time I was going to use fixed flexible panels so I didn’t worry about their response.. Now that I want to do rigid panels and possibly make them tilt, I am going to talk to them again. BUT it’s NOT a rack now. It’s a fixture. I think that the way to sell it is to make the fixture not look rackish. If it looks like it can hold cargo or a dance party, they it probably won’t fly.

good point - the flat roof that will be covering the insulation will be a fixture for solar panels if the question comes up

If you have 20' of decking and only half is covered with solar, I would not expect them to clear it as "not a deck"
