The frame looks pretty good but that tank looks pretty bad. I'd test it with a hammer to see if there are any weak spots, while it belongs to someone else.

So, I'm now looking at a 1997 Bluebird flat nose with a 5.9 Cummins (p pump) and 135k on it. Got the owner to send me some undercarriage and tire photos. Thought I'd float em out there to you guys and some feedback.
Wait, can I only post them if they're web based?

Yes: post them to Photobucket, then copy the link. In the window here, choose the 'link to photo' icon, above (yellow background image of mountain) and paste it in.

I'm still doing something wrong too because photos from photobucket turn out about the size of your avatar photo.

make sure you're copying the url of an opened pic, not a smaller pic or thumbnail.

From photobucket, click on the photo so you only have that photo on screen, and should also see to the upper right a few lines which are labeled "email&IM", "direct", "html" etc... click on the "Direct" one and it will copy to your clipboard. Return to Skoolie.net, drop your cursor into the 'post quick reply' or 'new thread' block, then click on the image icon above the text entry window. Drop your cursor into the pop-up and right-click-and-paste (or control-v) and it *ought* to work.

here's how I do it...
1. open a new browser tab login to my photobucket
2. click on library... you'll see rows of the pics you have uploaded.
3. click on one of the pics you see in the rows. it opens up.
4. to the right and lower part of the screen you will see 'SHARE this PHOTO'
5. LEFT click IN THE BOX, next to IMG and you'll see briefly 'COPIED' light up..
6. click back on the browser tab you have your forum post in. and click anywhere in your post.. just in where your text is.. and do CTRL-V.
that should place forum-readable IMG tag into your Post... then save or preview your post and see how it looks..

This might be a silly question but how can you tell what size brakes are on the bus. I have been working with a local place here in Indy called Macallister Transportation who seem to be very helpful. Is there an easy way for me to be able to check this on my own?

The only way to know for sure is to get a copy of the line setting ticket or build sheet for your bus.
Brakes are one of the areas on a bus that vary greatly by region. I have seen some buses of the same size, same model, and same year with brakes that were very different in size. One bus in particular had front brakes that were as wide as the rear brakes on another bus.
I would not have known what the differences were unless I had checked out the LST/build sheet for the two buses.
