weird bus auction in Georgia

I've watched these auctions before, but this one is way different:

1 Lot of 43 school buses - 1 buyer take all.
Each bus has a hole drilled in the engine and the frame cut.

I guess they got an EPA grant (your tax money) to buy more fuel efficient buses so they destroy all the current ones and then sell them (?) Does this make any sense?

I saw that too. It was just like the army used to saw jeeps in half prior to sale. Those are all 2000-2003 models. What a waste. They were all in good shape.
