What is The Function of These, Can I remove Them?

I have had some struggles with a chemical dependence (I think I have it under control, insh'allah) and I am back on this project. I JUST took my drivers seat out and found these, can they be removed, do I need them? ALSO: I FUCKED UP AND TOOK OUT MOST OF THE SIDERAILS. I am paying a local welder to fabricate new ones, it seems like the best option. I AM AN IDIOT. I am in WI and seek someone to help me convert this bus. I can pay cash money and also do work alongside them. I AM STUCK. PLEASE CAN ANYONE HELP ME? Please? Thank you...

Side rails ... inside the bus or outside? The inside rails are chair rails and are structural. The ones on the outside are for crash mitigation (i.e. a rub rail).

Those boxes might be part of the silent witness camera system. Hard to tell. Any electrical connections? Pictures of those connections?
