What kinda bus is this?...seems really small

So this bus been sitting across from the transit center for at least a year...finally decided to post a pic to see if someone could id it

If that was actually used as a school bus is would have square windows in it. I think someone chose those rv windows because the arc on the corners nearly matches the oem windshield.

If that was set up as a 4x4 with a good drivetrain it would be perfect.

Still don't know what kind it is. No help.
