The most rusted out vehicles I've ever seen were from Michigan.

Probably because they salt the roads so heavily that when things dry out, the roads are white with a layer of salt.
Which means all vehicles that drove on them are just as white with salt.

Maybe the readily available thus cheap salt was and still is the reason?

Man, that's crazy! It looks like the place they store all the radioactive waste out west.
To me, converting a bus that's rusty from MI doesn't make much sense.
My buddy Charles moved down with his mom in the bus she drove on her route for a local school. When she retired, the bus was being retired too so they bought it for scrap price.
He did a decent, hasty conversion and they moved down to FL in it. The Cat engine ran like a top, but due to the gearing it topped out at 55 screaming downhill.
EVERY single part of the bus was rusted to oblivion. Swiss cheese on everything ESPECIALLY the frame! The wheels looked like they may rust through any day, it was crazy. It looked like the whole bus had been in the ocean for more than just a little while.
They sold it for what they paid for it after living in it for a couple years in the Ocala National Forest area. It was a decent purchase and deal for them.
The last folks I know of who bought it couldn't get rid of it and ended up scrapping it.
For short term diesel powered hauling a cheap bus from up there is probably a decent purchase.

salt isnt the only issue in michigan.. the roads are TERRIBLE... tons of holes and bumps.. I cringe driving up there in the cities... im guessing that adds to the rust issue with the flexing of the bus and possible parts banging or rubbing against each other underneath causing los of protective paint ...

ive got friends with 2 year old cars that rattle more than my old busses do on bumps..
