Window Panel Replacement

Does anyone make solid panels for replacing glass windows? How difficult is to fabricate an insulated panel that can be installed the way the window was?

I haven't done it yet, but plan on this:
Thin gauge sheet metal glued to 1/4" ply or Masonite, glued to closed cell foam and inserted in original window opening with a sealant.
Thin gauge flashing would work I think, and be easily cut with tin snips.
That's my plan, I am sure others have done something and will be able to actually show you what can be done.

I had 14g sheetmetal folded and formed to fit, then insulated them after tack welding in place. Seams were filled with OEM grade automotive seam sealer inside and out for a fairly flush finish. The sealer is paintable.
