Still looking to buy a bus.

I steered clear of the CAT engine.

Found another bus and when I asked what type of brakes I was told
half air half drum. What does that mean?

Also are there folks on here that will help someone out buying by meeting and going over bus with a newbie.

I think what he might have been saying is drum brakes powered by air. Terminology you know. I could be wrong, but brakes are either air or hydraulic. Drum or disk. That's why I translate that as air powered drum brakes. Not hydraulic or disk brakes.
By tomorrow you'll have multiple answers, so if I'm wrong you'll know soon.
