are Mopeds a better way to go than a little 50cc scooter? ive been looking for something to buzz around from say downtown st pete to the beach, etc... if I stay under 50cc I dont have to get a motorcycle license..

I'd look for something like a 49cc honda.
Mopeds are different than scooters, even though scooters CAN technically be mopeds, if that makes any sense.
If you get a true moped, they're great for being simple and light.
If you like to tinker with things a moped is great.

I totally love to tinker.. but my Tinker-Tools are in Ohio and I plan to ride in florida...

I havent yet decided where the Bus will live.. I have indoor storage in ohio.. have to find a covered lot in florida to put it.. I can foresee over the winter at least a couple Key-west trips from st pete in the SKoolie would be a blast!

a moped I could probably get inside the bus pretty easily.. a scooter im not sure... Id have to devise a ramp and a winch like they do for motorcycles..

Get a small moped, then. You can fit every tool to fix a moped in a hand or two.

are they all limited to 20 MPH or are there some you can get up to 30-35 to ride on normal city streets?

Exactly.

My green Targa has been gps'ed at 52 but I've tuned it to a top speed of around 47-48 with nice torque.
