As a general rule, do not buy anything from Uncle Sugar that comes in a factory storage/shipping container and shows any sign of use. They put the broken item into the storage container the new replacement item arrived in.

in this case it looks like it was Reman'd then got broken either in installation or shipping so they ditched it..
