Hit a truck-tire shop & ask about take-offs...many have used tires cheap.

I got lucky. I bought two Bridgestone 11r22.5 used tires from a small local tire shop for $100 each.
They got mounted on my front wheels. They are not recaps. They did not vibrate or wobble.
The tires were removed from a big truck. They had a good amount of tread left.

I suggest that you visit many tire shops in your area, not the places where they sell only new tires, but the places that sell mostly used tires.
