Sure is.

I don't even use the clutch most of the time.

It's faster to shift without it.

Nice little TC1000 for a good price. Only 88K miles too! This bus is pretty close to me as well.

Found a dealer in Oregon with a couple nice Bluebird REs for sale.

1998 All American with the 8.3 Cummins and Alllison 3060 trans. 227K miles and they're asking $6900

2001 All American, shorter 72 passenger body and it's the 5.9 Cummins. $5900

There's also a few older T2000 REs for sale but nothing under $5K.
