You can bolt or weld a 2" hitch receiver to just about any school bus rear bumper. Or you can fabricate a mount that can bolt to the frame in front of the rear bumper.
Almost any electric brake controller that uses a pendulum or timer to apply the electric brakes will work. Just be aware that if the bus is new enough to have a multiplexed electrical system you can't just splice into the brake light circuit to send a signal to the electric brake controller.
Blue Ox and others make exhaust brakes that will work on the 5.9L Cummins. A true Jacobs Engine Brake system is not available for that family of engines.
Found my tow hitch on craigslist off a 1995 Ford F250. The F250 - F350 has
approximately 33 inch distance frame spacing, so I was able to trim off a
couple ears and add a couple of spacers and tabs and had a class 5 receiver
that bolted onto the bumper and under the tow hooks. Cost of receiver was
$50.00.
