Yes. But I imagine either the ordinance isn't enforced or people just move their "homes" every couple of days or so.

Had a similar situation many years ago around Golden Gate Park. It was like a city of busses and campers. Residents were complaining and nothing was done about it. It was a different story once they started finding needles in the sandbox where the kids played. Before anyone suggests that I am saying these people are druggies, I'm not. It's easy to fly under the radar when you are talking about a few RVs, but when you start to get a bunch of them, the city will crack down.

If people haven't seen it, http://cheaprvliving.com/ gives examples of "stealth" living. I myself only spent one night in disguise.

I went to see friends of mine in a performance after work one Friday night many years ago. The location was four counties away. On my return, I noticed the gas had been on "E" for a while, and there were no convenience stores open after midnight in the rural area. Halfway home, I stopped at a mechanic's garage lot across from a closed convenience store. I backed the van into a space in the line of cars waiting for repair, grabbed a thick phone book for a pillow, used my coat for a blanket, and lay down in the back. In the morning, I drove across the highway, filled up, and continued home.

That's my story, and I'm sticking to it!
