Search for the federal laws on non-commerical vehicles for seat belts. Might also see what your state says. Like in WI if you have seating for more than 10 you might have to fight to keep a motorhome status (no cdl) or they make you get a cdl license.

RV's tend to be exempt from the seat belt laws and are only required for the driver. My bus did not have seat belts.

Max legal height is 13'6", but I would keep it lower than that (no more than 12', lower is better!). IIRC, over 10' requires a clearance tag on the vehicle.
