You might try seeing if the master cylinder is full... After sitting for 3 years, it is quite possible that you have to remove all the wheels, and brake drums so that you can clean all the gunk out of the wheel cylinders, cause they likely need honed and new kits put in them..
Silicone brake fluid is the only one to use.

Have you bled all the wheel cylinders? Is there brake fluid squirting out of all of them when you bleed them? If so, and one or more of the wheel cylinders is not activating, then that cylinder needs to be taken apart and evaluated. Maybe frozen up and just needs to be cleaned up, or may need a rebuild or replace. If you are not getting fluid squirting at each cylinder I would suspect a problem with the master cylinder.

Yes, i forgot... the pistons in the wheel cylinders are aluminum, and are normally stuck.. Anytime you have sticky pistons, you gotta take it apart and hone and always put new cups in. You can frequently buy the size you need at Napa, etc. Often times it is cheaper than buying the entire wheel cylinder kit, which has the spring and outside rubber boots, cause most of the time those are good... but a 1964.. probably not.
If you have a problem with one wheel cylinder, it would be a really good idea to do all of them if you want brakes working correctly. Also you need to check the drum material for things like being oiled down, and the drums for being scored.
