Definitely check your batteries first like Roach said. Was that voltage with the engine off? If it was with the engine running, you will be needing an alternator. I don't know if Amazon ships to Belgium, but you should check there for parts. I bought a Ford Motorcraft Reman alternator with no core charge for $156. The cheapest from the dealer with discount was $235.

Here in Michigan we've had a few snow showers but nothing that stuck so far. Seems like our climates may be similar.
