Yes.



Some never had the drop axle and had the third luggage bay.


Others got the drop axle but still had the luggage door so you could access the tire and wheel on the drop axle. When it retracted it went up high enough that you couldn't see it at all. It was done that way on purpose because there were quite a few jurisdictions that didn't allow three axle buses when the Buffalo first came out. In other jurisdictions you HAD to have the third axle to stay within the bridging formulas for weight calculations.
