Back tires super close to frame?

Bus has been parked for a year, is not level but close. Getting ready to move it in a month. Realized the back tires have almost no clearance with the body. Crawled around underneath and didn't see anything obviously broken. Not sure what I'm looking at though.

We're only going 6 miles up the road so I don't need to get it ready for a major road trip but I have no idea if this is an actual problem or how to tell. I've tried to get a mechanic out to look at it but folks are booked pretty far in advance apparently. I do have a driver but not a mechanic yet.

It's a 95 Bluebird TC2000 and it drove fine a year ago, didn't have any serious mechanical issues at the time. Can y'all point me in a direction?

Will try to get a picture later when the light is less harsh, the attached pic is maybe not helpful.

Does it have an air bag rear suspension?

It has air brakes and a "low air" light that comes on... The manual doesn't say specifically what this one is equipped with. Is that something I can visually determine?

Don't have any pictures to show but it will have air bags somewhere in the suspension system between the bus frame rail and the leaf spring perches that would raise the rear of the bus up 3-4"s above the above the back tire's when air up

Not the best example but here is what an airbag looks like:

Definitely sitting low on the suspension. Something wrong with the air ride.

Here's what one sitting correctly looks like.
